Summary of Original Version Create a new section of KRS Chapter 64 to define "elected official"; establish that a statutory fee amount for services performed by elected officials or their offices be considered the maximum fee amount; allow the elected official to charge a lower fee amount when the maximum fee amount is not necessary for funding purposes; require a schedule of current fee rates to be posted and records of historical fee rates when the elected official charges a lower fee amount.

Summary Retain original provisions and include magistrate and county commissioner within the definition of elected official; require fiscal court approval to lower fee amount; require that a lower fee amount be the prevailing fee amount applicable to all citizens within the elected official's jurisdiction; prohibit the lowering of any fees that are not charged by the elected official and collected for use in performing the service or funding the elected official's public office or the county; disallow the elected official or fiscal court the authority to reduce revenues to be generated on behalf of the Commonwealth or any other entity.
