Summary | Retain original provisions; amend KRS 238.505 to revise the definition of "charitable gaming facility;" amend KRS 238.536 to remove the provisions for reconsideration by the department of its actions; amend KRS 238.555 to remove licensed charitable gaming facility lease requirements, to clarify that rent shall not be based on gross receipts, and require a licensed charitable gaming facility to file a copy of each signed lease with the department; amend KRS 11A.010 to include the Kentucky Horse Racing Commission in the definition of "Officer" to include under the Executive Branch Ethics Commission amend KRS 230.230 to require the members of the Kentucky Horse Racing Commission to be subject to the Executive Branch Ethics Commission; provide that the 40 percent rule in KRS 238.536 is waived for 2020; amend KRS 138.513 to stipulate that, unless KRS 138.510 is amended by July 1, 2022 the excise tax on advance deposit wagering shall be increased to 1.5 percent on all amounts wagered; and for Sections 9 to 11 of this Act, declare an EMERGENCY. |
