Summary of Original Version	Amend KRS 15.420 to define "hate crime"; amend KRS 15.440 to require law enforcement agencies to possess a written policy and procedures manual related to hate crimes by January 1, 2023; amend KRS 15.334 and 17.1523 to include the identification and reporting of crimes committed due to the victim's actual or perceived ethnicity, national origin, religion, mental or physical disability, gender identity or expression, or sexual orientation; amend KRS 15.340, 15.460, 15.512, and 15.520 to conform.
