Section 1.
An applicant seeking licensure by endorsement(1)
Evidence of a minimum of five (5) years of experience in the practice of podiatry in another state;(2)
Three (3) letters of recommendation sent to the board verifying good moral character;(3)
An attestation by the applicant that they are not addicted to drugs or alcohol;(4)
Verification of five (5) years of licensure sent directly from the state or states from which the applicant has or has ever held a license;(5)
A dated photo taken within the past six (6) months with the applicant's name signed in the left margin of the photo.;(6)
Primary source verification of an active license or licenses from other states, including any disciplinary action, sanctions, or suspension of license;(7)
Proof of completion of the board's jurisprudence exam;(8)
Background check results from the Federal Bureau of Investigation sent directly to the board; and(9)
A self-query from the National Practitioner Data Bank and Healthcare Integrity and Protection Data Bank at www.npdb-hipdb.com to determine past disciplinary action.Section 2.
The board may require the personal attendance of the applicant before the board, or one (1) of its members designated for that purpose, to interview the applicant to ascertain the applicant's fitness for licensing in this state.Section 3.

PUBLIC HEARING AND COMMENT PERIOD: A public hearing on this administrative regulation shall be held on November 23, 2026, at 9AM, at the Mayo-Underwood Building, Room 206NW, 500 Mero Street, Frankfort, Kentucky. Individuals interested in being heard at this hearing shall notify this agency in writing by five (5) workdays prior to the hearing, of their intent to attend. If no notification of intent to attend the hearing was received by that date, the hearing may be cancelled. A transcript of the public hearing will not be made unless a written request for a transcript is made. If you do not wish to be heard at the public hearing, you may submit written comments on the proposed administrative regulation. Written comments shall be accepted through November 30, 2026. (a) What this administrative regulation does:
This administrative regulation establishes requirements and procedures for licensure by reciprocity.
(b) The necessity of this administrative regulation:
This administrative regulation is necessary to comply with the requirements of KRS 311.475 authorizing the board to issue podiatry licenses by reciprocity or endorsement.
(c) How this administrative regulation conforms to the content of the authorizing statutes:
This regulation conforms with KRS 311.421 which authorizes the board to make rules and regulations, not inconsistent with KRS 311.390 to 311.510, as may be necessary to implement and carry out the provisions and purposes of KRS 311.390 to 311.510. This regulation is also consistent with KRS 311.475, which authorizes the board to issue podiatry licenses by endorsement.
(d) How this administrative regulation currently assists or will assist in the effective administration of the statutes:
This regulation assists the board in administration by identifying the procedures for licensure by endorsement.
(2) If this is an amendment to an existing administrative regulation, provide a brief summary of:
(a) How the amendment will change this existing administrative regulation:
The amendment retitles the regulation and updates the regulation to reflect endorsement and sets the years of experience at five (5) years of practice in another state. Endorsement is distinguishable from reciprocity, which the latter typically relates to an agreement with another state with similar qualifications and standards at least as high as those of this state.
(b) The necessity of the amendment to this administrative regulation:
The amendment is necessary to establish the number of years of verified experience needed for endorsement, as well as other information needed from an applicant for licensure by endorsement.
(c) How the amendment conforms to the content of the authorizing statutes:
The amendment conforms with KRS 311.421 which authorizes the board to make rules and regulations, not inconsistent with KRS 311.390 to 311.510, as may be necessary to implement and carry out the provisions and purposes of KRS 311.390 to 311.510. This regulation is also consistent with KRS 311.475, which authorizes the board to issue podiatry licenses by endorsement
(d) How the amendment will assist in the effective administration of the statutes:
These amendments will assist in the effective administration of KRS Chapter 311 by ensuring the regulation reflects the years of experience needed for licensure by endorsement, as well as the required information.

This regulation will affect an unknown number of potential applicants for licensure

Each of the regulated entities must have five (5) years of experience to apply for licensure by endorsement and provide the board with specific information needed for licensure.

Each applicant seeking licensure by endorsement will pay a $300 application fee.
(c) As a result of compliance, what benefits will accrue to the entities identified in question (4):
As a result of compliance with the amendment, the applicants will understand what is needed for licensure by endorsement.

An applicant seeking licensure by endorsement shall file a completed application with the board, together with a nonrefundable fee of $300 and which includes the following:(1)
Evidence of a minimum of five (5) years of experience in the practice of podiatry in another state;(2)
Three (3) letters of recommendation sent to the board verifying good moral character;(3)
An attestation by the applicant that they are not addicted to drugs or alcohol;(4)
