Summary of Original Version Amend KRS 186.450 to prohibit any person with an instruction permit from using a personal telecommunications device while operating a motor vehicle, motorcycle, or moped; require the cabinet to provide a decal to be affixed to a vehicle identifying that the operator is in possession of an instruction permit; amend KRS 186.452 to prohibit any person with a intermediate driver's license from using a personal telecommunications device while operating a motor vehicle, motorcycle, or moped; require the cabinet to provide a decal to be affixed to a vehicle identifying that the operator is in possession of an intermediate driver's license.
