Summary of Original Version Direct the Cabinet for Health and Family Services to report to the Office of the Ombudsman on the completion of corrective action plans; continue to provide resources and staff to the Office of the Ombudsman to track and report on trends in the receipt, review, and resolution of citizen complaints about child protection programs and services as required under 2007 Ky. Acts ch. 61.

Summary Amend the original provisions of the bill to require the Office of the Ombudsman to track citizen complaints and report 10 or more incidents of justified complaints within a 6 month period, rather than 1 year, to determine whether a complaint is justified, to investigate occurrences of ten or more justified complaints within a 6 month period, rather than 1 year, to refer a justified complaint that involves an illegal action, as appropriate; require the director of the Office of the Ombudsman to request that the Office of the Inspector General conduct an investigation as warranted; require the cabinet to establish, maintain, and publicize a 24 hour toll-free hotline and e-mail address for receiving reports of service complaints; require the cabinet to provide hotline and e-mail information to a parent who has a child removed from their custody by the cabinet; require the office to report by January 31 and July 31 each year on all complaints, correction action plans, investigations, and investigations referred; require the office to make recommendations for policy or legislative changes to improve service delivery; require the Department of Community Based Services to report by January 31 and July 31 of each year on the results from statewide random samples of case reviews and a summary of the exit interviews for social service workers.
