Summary of Original Version | Amend KRS 304.17B-015 to require Kentucky residency for eligibility in Kentucky Access, clarify that eligible individuals cannot be eligible for other group health insurance coverage but may be eligible for individual coverage, to provide that dependents shall not be eligible for Kentucky Access if group coverage has been waived, and to clarify by listing related individuals who are permitted to pay a member's premium; amend KRS 304.17B-019 to delete the requirements that one offered plan shall be the standard benefit plan; amend KRS 344.040 to allow employers to charge smokers a higher rate for an employer-sponsored health plan and to offer incentives for smoking cessation. |

Summary | Require that, notwithstanding the provisions of 2010 House Bill 290 as enacted, funding through the Quality and Charity Care Trust Fund for indigent care at the University of Louisville Hospital is contingent on a full accounting by the University of Louisville to the University Medical Center of excess contributions paid by the University Medical Center to the University of Louisville for calendar years 2007 to 2009 in the specified amounts, and for 2010 to 2012 pursuant to the "Amended and Restated Affiliation Agreement" between the Commonwealth of Kentucky, the University of Louisville, and the University Medical Center dated July 1, 2007; provide that no payment of excess contributions shall be made to the University of Louisville unless minimum specified criteria to ensure financial viability of the University Medical Center are met; cap excess contributions paid by the University Medical center to the University of Louisville for the years 2010 to 2012. |
