Summary of Original Version | Amend and create various sections of KRS Chapter 65 to add definitions; create the Kentucky 911 Emergency Communications Authority; establish a board of directors to manage the authority; establish an executive director of 911 emergency communications and expand duties to include next generation 911 and reflect other technical changes; give the authority the ability to issue bonds; establish the Kentucky 911 fund; change the duties of the board to reflect needs of next generation 911 system; include new items to be implemented by administrative regulation by the board; require the board to gather information to recommend an equitable 911 funding procedure on or before July 1, 2011; establish a 911 service charge; amend the distribution formula for the 911 fund to allow the servicing of debt from bonds issued by the authority; make technical changes required by the transition to a next generation 911 system; include regulations that local governments must follow with regard to use of 911 funds collected under KRS 65.760; amend KRS 39G.040 to conform. |
