| Summary of Original Version | Amend KRS 163.489 to require a competitive bidding process for providing electronic information services to the blind and disabled; require contracting entities to submit annual reports to the Office for the Blind; create a new section of KRS Chapter 278 to require all local exchange telecommunications companies to impose periodic surcharges on bills to support the program providing electronic information services to the blind and disabled; require the Public Service Commission to annually determine in consultation with the Office for the Blind the amount of funding necessary; limit the surcharge to no more than 2 cents per line each month. |
