Summary of Original Version	Amend KRS 367.4909 to waive the rights of nonmember operators of the Kentucky Contact Center for damage to their underground facilities; amend KRS 367.4913 to eliminate the requirement that the operators file their contact information with the county clerk where the operator has underground facilities and to require the Kentucky Contact Center to maintain a list of members' contact information.

Summary	Retain original provisions; amend KRS 367.4909 to require operators of underground facilities located in Kentucky to be members of the Kentucky Contact Center; establish a phase in period for mandatory membership; waive the rights of nonmember operators of the Kentucky Contact Center for damage to their underground facilities after December 31, 2019; amend KRS 367.4913 to modify the members of the board of directors of the Kentucky Contact Center; establish certain bylaw requirements for the Kentucky Contact Center; require a fiscal audit report to the Legislative Research Commission and the Governor from the Kentucky Contact Center; require a membership and operations report to the Legislative Research Commission and the Governor from the Kentucky Contact Center; require notices and minutes of the Kentucky Contact Center to be posted on their Web site.
