Summary of Original Version Amend KRS 431.066 to limit the use of monetary bail to certain high-risk defendants and provide pretrial release conditions for defendants based on risk levels and charge types; create a new section of KRS Chapter 431 to establish a preventative detention hearing process for high-risk defendants and define the limited circumstances in which unsecured bail can be imposed; create new section of KRS Chapter 431 to require statistical reporting on bail decisions; amend various statutes to conform; repeal KRS 431.021, 431.530, 431.531, 431.532, 431.535, and 431.540; EFFECTIVE January 1, 2020.
