Summary of Original Version | Amend KRS 13A.010 to define "major economic impact"; create a new section of KRS Chapter 13A to require legislative ratification of any administrative regulation having a major economic impact; amend KRS 13A.250 to require that administrative regulations analyze costs for both governmental agencies and regulated entities; amend KRS 13A.190 to prohibit the Governor or executive agency from issuing an emergency administrative regulation and to terminate all existing emergency regulations; amend KRS 13A.330 to specify that the section applies to administrative regulations that do not have a major economic impact; amend KRS 13A.331 to specify that the section applies only to administrative regulations that do not have a major economic impact; amend KRS 13A.040, 13A.050, 13A.230, 314.475, and 327.300 to conform; create a noncodified section to name this Act the Kentucky Regulations from the Executive in Need of Scrutiny Act; declare an EMERGENCY. |
