Summary of Original Version	Create a new section of KRS Chapter 38 to prohibit the Kentucky National Guard from being released from the state into active duty combat unless the United States Congress passes an official declaration of war or calls the National Guard to execute the laws of the union, repel an invasion, or suppress an insurrection; require the Governor to take action to comply with requirements of the statute; and provide that the section may be called the Defend the Guard Act.
