Summary of Original Version	Create a new section of KRS Chapter 336, relating to collective bargaining for public employees; define "bargain collectively" and "public employees"; provide the secretary of the Kentucky Labor Cabinet the authority to designate a labor organization to represent the majority of public employees in Kentucky for the purposes of collective bargaining; require the Governor or designated representative to represent the Commonwealth in collective bargaining with the designated labor organization.
