Summary of Enacted Version Amends KRS 199.572 to permit the child, grandchild, or sibling of a deceased birth parent or deceased adoptee to be given the right to inspect adoption papers and records, to establish new language that allows the court to determine who has access to adoption records on a case-by-case basis, to establish that both birth parents have to be deceased or provide consent before the adoption records can be inspected, and to provide that the court shall authorize an adult adopted person to inspect his or her adoption records; and amends KRS 199.570 to conform.
