Summary of Original Version Create a new section of KRS Chapter 164 to establish the Four and Forward Program to encourage students to complete baccalaureate degrees within four years; freeze tuition for students who agree to graduate within four years; provide financial incentives to public and nonpublic postsecondary education institutions for graduating students in a timely and efficient manner; and direct the Council of Postsecondary Education to promulgate administrative regulations to establish guidelines for the program.
