Summary of Original Version Amend KRS 186.190 to delete the requirement that a license plate remain on a motor vehicle upon sale; allow the seller of a motor vehicle to apply to the county clerk to transfer a plate with existing valid registration onto a newly acquired vehicle; set forth the procedures for an individual who trades in a motor vehicle with existing valid registration to place that registration plate on the newly purchased vehicle; require all vehicle transfer and plate transfers to adhere to the 15 day time schedule in KRS 186.020 and 186A.070; exempt transactions between motor vehicle dealers; amend KRS 186.045 to clarify procedures for disposition of vehicles repossessed by a secured party; amend KRS 186A.100 to clarify procedures for issuance of a temporary vehicle tag; make temporary tags good for 30 rather than 60 days, with an option to extend the validity of the tag if the purchaser has not received a permanent registration plate; amend KRS 186.232 to prohibit the county clerk from transferring title on a motor vehicle for which there are delinquent ad valorem taxes; amend KRS 186.165 to apply the plate transfer provisions of Section 1 to holders of special license plates; create a new section of KRS Chapter 186A to restrict the use of the motor vehicle information system to carry out the functions of titling and registration to the Transportation Cabinet and county clerks; EFFECTIVE JANUARY 1, 2013.
