Summary of Original Version Amend KRS 610.070 to provide that delinquency proceedings in juvenile courts shall be open to the public when the child was at least 13 years of age at the time he or she allegedly committed a felony offense; provide that all other proceedings in juvenile courts or Family Courts are presumed to be open; provide procedure for closing hearings; amend KRS 610.340 to provide that records in juvenile and Family Courts relating to children are open to public inspection, with stated exceptions.
