| Summary | Retain original provisions; clarify the definition of "blighted or deteriorated"; amend provisions relating to the process when the authority obtains a judgment against property and there is no bid at the sale that is equal or greater to the total amount of government certificates and liens to require that the authority notify any highest bidder at the sale of its intent to seek title to the property; require the highest bidder to have 30 days to amend its bid so that all government certificates and liens are satisfied; clarify that the extinguishment of all liens and encumbrances against a property when the land bank takes title does not impact any in personam actions against the former owner of the property or any person responsible for the payment of taxes on the property. |
