Summary	Replace subsection (4) of Section 2 of the bill to set out appointees to solid waste management boards in counties containing consolidated local governments increasing the board as presently constituted in the county containing a consolidated local government from 5 members to 8; replace Section 3 of the bill to provide that the mayor has 90 days after the effective date of the bill to appoint the members not currently serving on the board to the board as amended.

Summary	Replace subsection (14) of subsection 1 to prohibit a waste management district from prohibiting or impeding a city from using a solid waste management facility, and prohibit the waste management district from charging the city any fee that is based on the composition of the waste stream if the stream is otherwise in conformity with specified law; replace subsection (4) of Section 2 of the bill to set out appointees to solid waste management boards in counties containing consolidated local governments increasing the board as presently constituted in the county containing a consolidated local government from five members to nine; replace Section 3 of the bill to provide that the mayor has 90 days after the effective date of the bill to appoint the members not currently serving on the board to the board as amended.
