| Summary | Retain original provisions; add clarifying language to KRS 620.360 to make a technical change to this section to clarify that foster parents are “approved” and “reevaluated” and not certified and recertified; add clarifying language to KRS 625.060 to make it clear that if a judge determines that a foster parent gaining standing is inappropriate, then it will not happen; delete language in KRS 625.090 related to the diagnosis of Neonatal Abstinence Syndrome being found in a child whose mother has previously had a child diagnosed NAS as a grounds for termination of parental rights; add new language to KRS 625.090 to specify that the new consideration by a court in termination of parental rights cases will look at if a child has been removed from the biological or legal parents more than two times in a 24-month period by the cabinet or a court. |
