Summary	Amend to delete compliance requirements; require an offer of a prescription for naloxone; amend KRS 218A.510 to permit the retail sale of hypodermic syringes and needles without a prescription in pharmacies and prohibit hypodermic syringe and needle inventory of a pharmacy to be deemed drug paraphernalia; amend KRS 315.020 to permit a pharmacist or a registered pharmacy technician or certified pharmacy intern under supervision to access the electronic database of the pharmacy from inside or outside the pharmacy to perform order entry, verification, or drug regimen review if controls are established; apply only to pharmacies not open to the public; prohibit dispensing from a location outside of or other than a pharmacy.

Summary	Amend to require the pharmacy to be located in Kentucky and permitted by the board; require all personnel who access the pharmacy's electronic database from outside of the pharmacy to reside in Kentucky or within one hundred (100) miles of the pharmacy; prohibit anything in the subsection to be construed to authorize final product prescription verification from a location outside of or other than a pharmacy or to permit pharmacists, pharmacy technicians, or pharmacy interns to receive hard copy prescriptions outside of the premises of a permitted pharmacy.
