Summary of Original Version Create new sections of KRS Chapters 116, 117, and 118 to define the term "election"; amend various sections of KRS Chapters 116, 117, 118, and 121 to require a runoff primary for two slates of candidates for Governor and Lieutenant Governor if the slates of candidates receive less than fifty percent of the votes cast for all slates of candidates of that party; permit in-person absentee voting for any qualified and registered voter for six working days including the two Saturdays immediately preceding the primary or election; require in-person absentee voting for at least seven hours per day, but no more than nine hours, with voting to not start before 8 a.m.; add an additional hour on election day requiring polls to close at 7 p.m., local time; amend various sections of KRS Chapters 117, 118, 118A, and 121 to conform; and repeal sections 118.551, 118.561, 118.571, 118.581, 118.591, 118.601, 118.611, 118.621, 118.631, 118.641, and 118.651.
