Summary Retain original provisions, except change date related to salary calculations to be based on the salary and pay period beginning July 1, 2022 instead of May 1, 2022; amend KRS 16.583 to provide that members of the State Police Retirement System (SPRS) participating in the hybrid cash balance plan shall have additional employer pay credits added to their account annually following the fiscal year ended 2023 and upon retirement based upon excess accumulated sick leave subject to provisions and limitations established by the bill; create a new section of KRS 16.505 to 16.652 to specify limitations and requirements of the sick leave program for SPRS members in the hybrid cash balance plan and to specify that the sick leave benefits for these members are based upon funding in the state budget; amend KRS 7A.255 to require a joint report from the Department of State Police and the Kentucky Public Pensions Authority (KPPA) prior to November 15, 2023 as to effectiveness and cost of the SPRS cash balance sick leave benefit provisions enacted in the bill and to require reporting every 4 years thereafter; amend KRS 61.565 to require KPPA to denote the cost of the sick leave benefit provisions enacted in the bill in the annual valuation and in correspondence on SPRS employer costs to the department, the state budget director, and the Legislative Research Commission; amend KRS 16.080, 16.565, 18A.110, and 61.592 to conform; provide that pay raises in bill become effective July 1, 2022; provide that sick leave benefit provisions enacted in the bill will become effective April 1, 2023; EFFECTIVE IN PART JULY 1, 2022; EFFECTIVE IN PART, APRIL 1, 2023; EMERGENCY.
