Summary	Retain original provisions, except remove the Kentucky Product Development Initiative fund and direct appropriated funds to the Economic Development fund program in KRS 154.12-100 instead; require the cabinet to award grants in two rounds with respective conditions; update the conditions for grant applicant disqualification from the program; permit the cabinet to pool grant awards under certain conditions; clarify the definition of "eligible project" to limit it to publicly owned property or property that includes a letter of intent or sale agreement to the eligible grant recipient with available matching funds for the project; clarify the administrative duties of the cabinet and the Kentucky Association for Economic Development; obligate Kentucky Association for Economic Development to partner with a third-party independent site selection consultant; change "ranking" to "prioritization"; obligate the Kentucky Association for Economic Development to create a scoring system instead of the Cabinet for Economic Development; and make technical changes for consistency.
