Summary of Original Version Create a new section of KRS 186.400 to 186.640 to define "identity document" and "third-party entity"; require the Transportation Cabinet to promulgate administrative regulations to establish procedures to allow third-party entities to apply to the Transportation Cabinet to be approved to accept applications for certain identity documents; set forth minimum standards for third-party issuance; and allow third-party entities to charge a fee for services provided.

Summary Retain original provisions, except modify the definitions of "identity document" and "third-party entity"; create a new section of KRS 186.400 to 186.640 to require the Transportation Cabinet to establish a driver licensing regional office in each senatorial district; create a new section of KRS 186.400 to 186.640 to direct the Department of Kentucky State Police to engage in a pilot project to provide operator's license skills testing in five counties where testing is not currently offered; set requirements for the State Police; require the State Police to report to the Legislative Research Commission by October 31, 2025 regarding program data, the effect on existing testing efforts, and recommendations.
