Summary of Original Version Create new sections of KRS Chapter 218A, relating to controlled substances, to create a registration system for persons convicted of felony controlled substances manufacture or trafficking; provide that a person with two or more convictions registers for life and a person with one conviction registers for maximum period of incarceration authorized for the offense; provide that the system is administered by Department of Kentucky State Police; provide for Internet and other access to information; provide penalties for failure to register and harboring an unregistered offender.
