Summary Include within the definition of "efficient school design" a building design that meets certification under other building performance certification systems; require the Department of Education to develop and adopt guidelines for efficient school design; and require the Department of Education, Department for Energy Development and Independence, and the Kentucky Energy Efficiency Program for Schools to provide annual reports.

Amendment House Committee Substitute 1
Summary Retain the original provisions, except add a section to amend KRS 157.420 to require the Kentucky Department of Education to standardize the process for evaluating the overall quality and condition of all school buildings to result in a consistent categorization of buildings for planning purposes; require a third party evaluation and use of an already established software-based system; require the Kentucky Board of Education to promulgate an administrative regulation to establish the standardized evaluation process; add noncodified section to require by June 1, 2011, the department to determine the estimated amount of money that districts are expending for architect and engineering fees; and add noncodified section to require the department with advice from the School Facilities Construction Commission to issue a request for proposal for contracting with a third party for conducting statewide evaluations.
