Summary of Enacted Version Repeals and reenacts KRS 6.948 to establish a process for health mandate impact statements, federal cost defrayal impact statements, and state employee health plan impact statements to be completed and transmitted; amends KRS 194A.099 to conform; and creates a new section of Subtitle 17A of KRS Chapter 304 to suspend provisions of the Insurance Code that result, or would result, in the state being required to defray the cost of the provision under federal law, to set forth requirements for calculating and making cost defrayal payments, to require that qualified health plan issuers use payments received from the state to provide a rebate or reduce premiums to insureds, and to require that the commissioner of the Department of Insurance promulgate administrative regulations to enforce and effectuate the section; EMERGENCY.
