Summary	Retain original provisions of HB 309; create a new section of KRS 67C to authorize a Civilian Review and Accountability Board, establish membership, duties of board, allow for request of subpoena from Government Accountability and Oversight Committee, provide for privacy and records security and constitutional guarantees of witnesses; amend KRS 67C.103 to require approval of any settlements or consent decrees prior to signature; amend KRS 67C.105 to limit mayor to 2 consecutive terms, after January 1, 2023; amend KRS 67C.115 to limit the power of the county attorney for the pre-approval of legislation and allow for advisory opinions on proposed legislation; and amend KRS 67C.321 to include the chief's designee in disciplinary actions, require written statements be furnished to the officer involved, and make the chief responsible for designee's actions.
