Summary of Original Version Amend KRS 45.812 to require an agency, corporation, or school district that is authorized to issue a general obligation bond by an appropriation of the General Assembly, or by or on behalf of any Kentucky school district, to report the costs associated with the issuance of the bond to the Capital Projects and Bond Oversight Committee and the Interim Joint Committee on Appropriations and Revenue.

Summary Delete original provisions; create a new section of KRS Chapter 65 to define terms; allow two or more local governments to enter into an interlocal agreement to develop real estate as part of a regional economic development project; establish requirements for a regional economic development project; allow the territory used in the regional economic development project to be organized into a taxing district; establish requirements for the taxing district; allow the district to levy a special ad valorem tax; establish requirements for the special ad valorem tax; allow local governments to impose an occupational license fee on businesses, trades, and professions performed, rendered, or conducted within a regional industrial taxing district; establish requirements for the occupational license fee; require the establishment of a board to manage the affairs of the taxing district; require reporting by the board overseeing the taxing district and the Department for Local Government; amend 2025 RS HB 775/EN to include public property owned, operated, or controlled by the Commonwealth in the definition of "venue" for purposes of a sales tax incentive; amend title.
